Rebel Groups Announce Two-Day Shutdown, Boycott President’s Manipur Visit

A conglomerate of six insurgent groups in Manipur, known as the Coordination Committee , has declared a statewide shutdown on December 11 and 12 to protest President Droupadi Murmu’s planned visit. The shutdown will commence at 1am on December 11, coinciding with the President’s arrival, and will last until her departure. CorCom contends that the visit is unlikely to promote peace and development, but rather exacerbate inter-community tensions amidst what they describe as a “proxy war.” Essential services such as medical aid, firefighting, water supply, and religious activities will be exempt from this shutdown.

President Murmu is expected to stay in Manipur for two days and participate in official events, including the commemoration of Nupi Lal, honoring Manipuri women who resisted colonial oppression. Security measures have been intensified in sensitive areas in preparation for the visit. CorCom also criticized Prime Minister Narendra Modi’s earlier visit as part of a “conspiracy to divide Manipur,” labeling the President as a “colonial authority” and alleging that the Indian government is undermining Manipur’s unity. This boycott announcement comes amid ongoing tensions in the state, currently under President’s Rule, raising concerns about possible unrest during the shutdown.
