Panel Formed to Investigate Discrepancies in Health Schemes, Says CM

Chief Minister Y. Khemchand Singh announced the formation of an administrative committee to investigate suspected fake cases and fraudulent withdrawals related to the Chief Minister’s Health Scheme (CMHT) and the Pradhan Mantri Jan Arogya Yojana (PMJAY). The committee is expected to deliver its findings within one month. This information was disclosed during the evening session on the last day of the 7th Session of the 12th Manipur Legislative Assembly, where the Manipur Appropriation (No.2) Bill, 2026, was successfully passed.

In response to discussions, the Chief Minister stated that Deputy Commissioners across all districts have been directed to provide immediate assistance to those affected by a recent hailstorm, utilizing available funds that will later be reimbursed by the government. He highlighted that over seven lakh individuals have accessed treatments under the CMHT and PMJAY schemes but acknowledged the existence of discrepancies in their implementation, which are also observed in other states. Khemchand Singh noted that approximately 110 applications were canceled by the Health Department due to their inauthenticity and assured that efforts would be made to address these issues promptly.

Additionally, the Chief Minister informed that a meeting will be convened by the Chief Secretary with representatives from all private hospitals linked to the schemes to ensure adherence to proper guidelines. The discussion on the Appropriation Bill highlighted new allocations for seven programs under the Water Resources Department targeted at Thoubal district. Khemchand Singh clarified that funds earmarked for women’s self-help groups (SHGs) in the budget are not politically motivated and are intended for economically disadvantaged women. Following these discussions, the Manipur Appropriation (No.2) Bill, 2026 was unanimously approved, marking the adjournment of the Assembly session.
