MIYC strongly objected to a proposal from the Managing Director of MSPDCL suggesting performance-based promotions for General Manager and Executive Director positions, claiming it misrepresents the existing HR policy. According to MIYC, the promotion system should not be altered to prioritize performance evaluations, as this could disrupt the established service structure, hierarchy, and legitimate promotional pathways. They warned that such a change risk bypassing seasoned officers, fostering resentment among employees, and leading to subjective evaluations susceptible to nepotism. The organization emphasized the technical and hierarchical nature of the power sector, asserting that any disruption could jeopardize operational efficiency and employee morale. MIYC urged the Chief Minister to reject the proposal, scrap any related communications, and uphold current HR policies to ensure fair and transparent promotion mechanisms for MSPDCL employees. They highlighted the crucial role of staff in maintaining Manipur’s power infrastructure and stated that manipulation of promotional policies would ultimately undermine system integrity and employee welfare.
