In Kohima, Lok Sabha Speaker Om Birla opens the 22nd CPA Conference and urges the development of democratic institutions.

Lok Sabha Speaker Om Birla on Monday inaugurated the 22nd Commonwealth Parliamentary Association (CPA) India Region, Zone–III Conference at the Nagaland Legislative Assembly, urging political parties to uphold the dignity of democratic institutions and ensure smooth, disciplined legislative proceedings. Addressing the media on the sidelines, Birla emphasized that while democracy allows for vigorous debate and discussion, planned disruptions weaken the legislative process and compromise citizens’ accountability. “The orderly conduct of legislative proceedings is paramount,” he stated, highlighting the crucial role of parliamentary committees, described as “mini-parliaments,” in ensuring transparency and non-partisan policy scrutiny.

With the Winter Session of Parliament scheduled from December 1, Birla appealed to all parties to maintain discipline and cooperation, underlining that legislatures must translate public aspirations into actionable policies. He also lauded the Nagaland Legislative Assembly for becoming fully paperless, calling it a model of transparent governance, and cautioned against irresponsible use of Artificial Intelligence (AI), advocating its deployment to strengthen democratic processes. On Centre–State relations, Birla stressed that collaboration is key for inclusive development, noting that recent cooperation between the Centre and Northeastern states has brought visible progress in infrastructure, connectivity, and public services. He also urged a comprehensive action plan addressing the Northeast’s unique geographical and climate-related challenges, promoting green infrastructure, climate resilience, and community participation.

Describing the region as a vital partner in the vision of a self-reliant India, Birla highlighted the Northeast’s rapid progress in road, rail, and air connectivity. He further emphasized the potential of the region’s rich culture, traditions, and natural beauty to drive economic growth through local industries, crafts, and entrepreneurship.The two-day conference, held under the theme “Policy, Progress & People: Legislatures as Catalysts of Change,” saw participation from seven of the eight Northeastern states, with 12 presiding officers—including seven Speakers and five Deputy Speakers—in attendance. Nagaland Chief Minister Neiphiu Rio, Rajya Sabha Deputy Chairman Harivansh, Assembly Speaker Sharingain Longkümer, and Parliamentary Affairs Minister K.G. Kenye also addressed the gathering.
