Assembly Passes ₹8,208.80 Crore Allocation for 12 Departments

The 7th Session of the 12th Manipur Legislative Assembly focused on the discussions and voting concerning 12 Demands for Grants for the financial year 2026-27. On the fourth day, Chief Minister Y. Khemchand Singh presented these demands which encompass various departments including Finance, Education, Agriculture, and Disaster Management, totaling Rs. 8208,80,65,000. Key allocations included Rs. 3532,11,03,000 for the Finance Department and Rs. 3077,43,14,000 for Education. The House approved these demands to support expenditures for the upcoming financial year ending March 31, 2027.

During the session, the Chief Minister addressed concerns raised by MLA Surjakumar Okram regarding medical assistance for Internally Displaced Persons (IDPs) and rising suicide rates among inmates in relief camps, assuring that these issues would be thoroughly investigated and updates provided before the session’s conclusion. Furthermore, he noted that the State Government has adhered to borrowing limits established by government guidelines, maintaining a stable economy with an interest ratio of approximately six percent.

The Chief Minister reported improvements in fiscal indicators, highlighting a decline in the Gross State Domestic Product (GSDP) ratio from 70 percent in 2005–2006 to an estimated 40 percent for 2025–2026, indicating positive trends in the state’s financial health.

Additionally, Cut Motions concerning various demands were introduced by MLA K. Meghachandra Singh and MLA Th. Lokeshwar Singh during the session. In response, Chief Minister Khemchand Singh recognized agriculture as a significant revenue source and announced departmental inquiries into irregularities regarding the PMKSY and PM-KISAN schemes. Pertaining to compensation for farmers affected by violence, he noted that in 2024-25, 5,808 farmers received Rs. 34.13 crores in compensation, with an unfortunate increase in numbers to 10,286 for the current year, promising verification and necessary actions for those affected.

At the end of the morning session, all Cut Motions presented by the MLAs were unanimously withdrawn, and the House was adjourned until the next day for further proceedings.
